The communications from the military to the Civil authorities were undoubtedly equivocal, misleading & troublesome. I think Sir A. Kennedy acquits himself of the charge of recklessly handling business "satisfactorily".
But at the same time, the case does not appear to me quite as black as he thinks it himself.
The control officer's letter of 28 April 1875 distinctly informed the Colonial Govt that in certain matters he acted under Treasury orders, was not independent.
